that it has been found necessary
in Hongkong, since the removal
of the Chinese Customs Launches
at the time of the occupation of
the New Territory, to provide
three police Launches for
the purpose of patrolling the
waters of the Colony & for protecting
the local Traffic.
3 Mr Chamberlain would be
glad to hear that this
system has been extended
to other ports affected by
the existence of
piracy; it would have been
impossible for Hongkong
to bear the expense of
patrolling outside
the waters of the Colony.
4. It is assumed that the
L.C. of the Admiralty have
communicated the correspondence on this
subject to the C. in C.
